TWO things you have to do with the browser setting. Both Explorer and Navigator have pretty much the same thing.

1. Fix up with Character set

Go to View, drag the menu and go to Character set, then choose Japanese (auto)

2.Go Edit, drag the menu and go to Preferences.

Change the language and font to Japanese one you have.
